New York State Police troopers were dispatched to I-87 in Clarkstown shortly before 7:30 p.m. on Wednesday, Jan. 16, where there was a report of a driver menacing another following a motor vehicle collision.
Police said that the driver, Hartford resident Steadbert Ramsay was struck by a Jeep Cherokee, which continued to travel south. Ramsay allegedly located the Jeep on the exit 14 ramp off the interstate, where he confronted the driver.
According to police, Ramsay threatened the driver with a knife and removed the keys from the Jeep to prevent the driver from leaving the scene. Ramsay allegedly then continued to threaten the operator of the Jeep with a hammer. During a search of his tractor-trailer, investigators located the weapons used to threaten the driver of the Jeep, as well as an electric stun gun.
Ramsay, 41, was arrested and charged with a felony count of reckless endangerment, as well as unlawful imprisonment, menacing and criminal possession of a weapon, all misdemeanors. Ramsay was arraigned in the Town of Clarkstown Court and remanded to the Rockland County Jail in lieu of $20,000 cash bail or bond. Ramsay is scheduled to appear in court on Wednesday, Jan. 23 to respond to the charges.
